Türk konaklama sektöründe sendikalaşma üzerine bir araştırma

Abstract

Türkiye'de sendikal örgütlenme oranları, iş kolları bazında incelendiğinde Konaklama ve Eğlence İşleri İş Kolunun, sıralamada en sonlarda yer aldığı görülmektedir. Sektörün kendine özgü koşulları, istihdamın yapısı, işverenlerin konuya yaklaşımları, turizm çalışanlarının sendikalı olmaması/olamamasında etken faktörler olarak gösterilmektedir. Bu tez çalışması, turizm çalışanları arasında sendikal örgütlenmenin mevcut tablosunu ortaya koymak, problemi bütün paydaşları çerçevesinde irdelemek amacıyla yapılmış olup veriler, karma araştırma yöntemlerinden yararlanılarak elde edilmiştir. Bu amaç çerçevesinde, şehir otellerini temsilen İstanbul'da, sayfiye otellerini temsilen de Antalya'da faaliyet gösteren dört ve beş yıldızlı otellerde çalışmakta olan iş görenlerden anket uygulaması ile veriler toplanmıştır. Elde edilen verilerin geçerlik ve güvenirliliği tespit edildikten sonra doğrulayıcı faktör analizine tabi tutulmuştur. Diğer yandan konaklama işletmesi işverenleri ve yöneticileri ile ve turizm sendikası yöneticileri ile yarı yapılandırılmış mülakatlar ile görüşmeler yapılmış, elde edilen veriler, betimsel analiz yöntemi ile yorumlanmıştır. Araştırma sonucunda elde edilen bulgulara göre, konaklama işletmesi çalışanlarının, sendika üyesi olma konusunda yeterince istekli olmadıkları, sendika ve sendikacılara yönelik güven eksiklikleri olduğu ortaya çıkmıştır. Sendika yöneticileri bu iş kolundaki düşük sendikal örgütlenmenin daha çok sektör sermayedarlarının tutumlarından kaynaklandığını ileri sürmüşlerdir. Sektör işverenlerinin ve profesyonel otel yöneticilerinin ise, mevcut sendikal yapının değişmesi, sendikaların sektörün gerçeklerini anlaması durumunda sendikal örgütlenmeye sıcak bakabilecekleri görülmüştür.

The unionization rate in Turkey is examined in some business lines Affairs of lodging and Entertainment Businesses, shows in the latest rankings. The specific conditions of the sector, the structure of the employment, the approach of employers to the subject are shown as the factors affecting the non-unionization of tourism workers. This thesis was conducted to reveal the current situation of trade union organization among tourism workers and to examine the problem within the framework of all stakeholders and the data were obtained by using multimode research methods. For this purpose, survey data were collected from those working in 4 and 5 star hotels operating in Istanbul representing city hotels and in Antalya representing resort hotels. After determining the validity and reliability of the data, it was subjected to confirmation of factor analysis. On the other hand, interviews were conducted with semi-structured interviews with hospitality employers and managers and tourism union managers and the data obtained were interpreted with descriptively mentioned analysis method. According to the findings of the research, it is revealed that the accommodation workers are not willing to become a union member and there is a lack of trust through trade union and trade unionists. Trade union managers have argued that the low trade union organization in this line of business is stemming mainly from the attitudes of the sector's shareholders.
