Lojistik üs olma potansiyeli açısından Sakarya ilinin değerlendirilmesi

Abstract

Günümüzde işletmeler arasındaki rekabetin ulaştığı seviye düşünüldüğünde müşteri memnuniyeti sağlamak işletmeler için birincil hedef haline gelmiştir. Müşteri memnuniyetini sağlamanın temel şartlarından biri de müşteriye ürünü; düşük maliyetle, güvenilir bir biçimde ve zamanında ulaştırmaktır. Bu noktada lojistik faaliyetlerin lojistik sağlayıcılar tarafından düşük maliyetle, hızlı, kaliteli ve güvenilir biçimde gerçekleştirmesi gerekliliği ortaya çıkmıştır. Bu gerekliliğin karşılanması adına tercih edilebilecek en iyi yol lojistik faaliyetlerin; taşıma, gümrükleme, sigortalama, depolama gibi tüm lojistik faaliyetlerin yapıldığı lojistik üsler üzerinden gerçekleştirilmesidir. Dünyadaki lojistik üsler incelendiğinde bu üslerin bulundukları bölge ve ülkelere yaptığı ekonomik katkıların son derece yüksek olduğu görülmektedir. Bu nedenle lojistik üs olma potansiyeline sahip merkezler günümüzde son derece önemli hale gelmişlerdir. Birçok ülkede bu potansiyele sahip olabilecek merkezlerle ilgili çalışmalar yapılmaktadır. Bu çalışmada, Türkiye'nin sanayi ve dış ticaret faaliyetleri anlamında önde gelen, sahip olduğu stratejik konumla ulaşım altyapılarına elverişli olan, hem denizyolu hem demiryolu hem de karayolu taşımacılık imkanlarına sahip olan Sakarya ilinin mevcut yatırımlar ve geleceğe yönelik yatırım planlamaları dahilinde lojistik üs olabilme potansiyeli değerlendirilmiştir. Bu çalışmanın temel amacı Sakarya'nın bir lojistik üs olarak nitelendirilebilirliğinin değerlendirilmesidir. Bu minvalde, Sakarya'nın lojistik üs olma potansiyeli, bu potansiyele ait belirleyiciler, Sakarya'nın sahip olduğu güçlü ve zayıf yönler ile karşılaşacağı fırsatlar ve tehditlerin ortaya konması amaçlanmaktadır. Bu potansiyelin varlığının araştırılması adına, öncelikle literatürden faydalanılarak nitel araştırmalarda tümden gelim yöntemine uygun olarak 14 farklı kriter belirlenmiştir. Bölgenin bu kriterlere sahip olup olmadığının değerlendirilmesi adına ise 15 soru içeren bir soru formu kullanılmış ve bu konuda uzman olan kişilerle yarı-yapılandırılmış bir görüşme gerçekleştirilmiştir. Bu görüşme sonucunda elde edilen veriler ve ikincil veriler incelenerek bir içerik analizi yapılmıştır. İçerik analizi ile her kriter, sorulan soru neticesinde katılımcılardan alınan yanıtlar ve varsa ikincil veriler dikkate alınarak analiz edilmiştir. Son olarak ise mevcut durumun ortaya konulması adına bir SWOT Analizi gerçekleştirilmiştir. Tüm bu yapılan çalışmalar sonucunda elde edilen veriler değerlendirildiğinde ise Sakarya'nın bölgesel bir lojistik üs olma potansiyeline sahip olduğu ortaya çıkmıştır.

Considering the level of competition among the business, providing client satisfaction has become primary target for them. One of the basic conditions to provide client satisfaction is delivering the product to the client with lower cost, in safe, and on time. In this point, the necessity of delivering the product to the client with lower cost, fast, good quality, and safely has appeared by the logistics provider. The best way to meet this necessity is that all the logistics functions like transportation, custom clearance, insurance, storage should be held by logistic centers. When the logistic centers in the world are investigated, it is seen that these centers have significant economic contribution to their existing regions and countries. Thus, the centers that have a potential to become logistics center become crucial. In many countries, many actions are taken related to this potential centers. In this study, the potential of Sakarya province is evaluated in terms of being a potential logistics center considering its existing investments and future investments plans since it is one of the leading strategic location available for industry and foreign trade activities, suitable for transportation infrastructures of not only seaway, railway but highway functions. The main purpose of this study is to evaluate the possibility of Sakarya province as being logistics center. In this manner, it is aimed to put forth the potential of being logistics center, the determinatives of this potential, strengths and weakness of Sakarya and possible opportunities and threatening. To investigate this potential, 14 different criterions are determined with the help of suitable deductive qualitative research based on the literature. To evaluate whether the region has these criterions, a question form including 15 questions and a semi-structured interview are held with the experts in this field. A Content Analysis was applied to examine the data and secondary data obtained as a result of these interviews. Each criterion is analyzed based on based on the answers and secondary data if there is. Lastly, a SWOT Analysis is applied to put forth the existing situation. At the end of the all these studies, when the obtained data is evaluated, it is revealed that Sakarya has a potential to be a regional logistics center.
