Sağlık turizminin Doğu Marmara Bölgesindeki gelişimi: Kalkınma Ajansı örneği

Abstract

Turizm, ülkeler için önemli ekonomik gelir sağlamaktadır. Özellikle gelişmekte olan ülkeler turizm ve turizm çeşitleri sayesinde ekonomilerini kalkındırabilmektedir. Buna en önemli örnek olarak sağlık turizmi gösterilmektedir. Hindistan, Singapur, Malezya gibi ülkeler sağlık turizminde uyguladığı politikalar sayesinde rekabet piyasasında önemli bir konumda bulunmaktadır. Türkiye'de sağlık turizminde politikalar 2000'li yıllarda geliştirilmeye başlanmıştır. Türkiye'nin sağlık turizmi rekabet pazarında avantaj elde etmesini sağlayan unsurlar; dünya standartlarında kalite, kişiye özel hizmet, kısa bekleme süresi, uygun fiyat, zengin kültürel miras ve termal kaynaklardan oluşmaktadır. Doğu Marmara Bölgesi Türkiye'nin sağlık turizmi potansiyelini barındıran bölgelerden biridir. Bölgenin sağlık turizmi alanında gelişiminin sağlanması potansiyelin değerlendirilmesi açısından önem arz etmektedir. Sağlık turizminin bölgesel gelişimine yönelik planlamalar ve destekler kalkınma ajansları tarafından sağlanmaktadır. Bu çalışmanın amacı, sağlık turizmi çeşitlerinin Kocaeli, Sakarya, Bolu, Düzce ve Yalova illerini kapsayan Doğu Marmara Bölgesindeki gelişiminin incelenmesidir. Doğu Marmara Bölgesi Kalkınma Ajansı kurum yetkilileri ile gerçekleştirilen görüşmeler aracılığıyla bu alanda iller özelinde sağlamış oldukları destekler ve bölgede sağlık turizminin gelişimine yönelik olası çalışmalar hakkında görüşlerine başvurulmuştur. Nitel veri toplama yöntemi ile gerçekleştirilen çalışmada, birincil veriler yarı yapılandırılmış görüşme formu hazırlanarak Doğu Marmara Kalkınma Ajansı yetkililerine uygulanmıştır. Elde edilen veriler üzerinde MAXQDA programı yardımıyla tema ve kodlar oluşturulmuştur. Kalkınma ajansı faaliyetleri ve sağlık turizmi alanında destek sunulan projeler araştırmanın ikincil veri kaynağını oluşturmaktadır. Elde edilen veriler betimsel veri analiz yöntemi ile analiz edilmiştir. Aynı zamanda Doğu Marmara Bölgesi'nin sağlık turizmde mevcut durumunu ortaya koymak üzere GZFT (SWOT) analizi gerçekleştirilmiştir. Araştırma sonucunda bölge genelinde potansiyelin kaynak zenginliği ve kalkınma ajansı destekleri ile termal turizm alanında yoğunlaştığı görülmektedir. Buna rağmen termal kaynakların kullanımının kısıtlı olduğu sonucuna ulaşılmıştır. Sağlık turizminin bölgede gelişimine yönelik kurumlar arası iş birliklerinin ve yeni destek mekanizmalarının geliştirilmesi katılımcıların ortak görüşü olmuştur. Yetkililerin görüşü ve kalkınma ajansı destekleri doğrultusunda yerel yönetim, sektöre, akademisyen ve girişimcilere yönelik önerilerde bulunulmuştur. Tourism provides important economic income for countries. Especially developing countries can develop their economies thanks to tourism and tourism types. Health tourism is shown as the most important example of this. Thanks to the policies implemented by countries such as India, Singapore and Malaysia in health tourism, it has an important position in the competitive market. Policies in health tourism in Turkey were developed in the 2000s. The factors that enable Turkey to gain an advantage in the health tourism competitive market; It consists of world-class quality, personalized service, short waiting times, reasonable prices, rich cultural heritage and thermal resources. The Eastern Marmara Region is one of the regions with the health tourism potential of Turkey. Ensuring the development of the region in the field of health tourism is important in terms of evaluating the potential. Planning and support for the regional development of health tourism are provided by development agencies. The aim of this study is to examine the development of health tourism types in the Eastern Marmara Region, which includes the provinces of Kocaeli, Sakarya, Bolu, Düzce and Yalova. Through the meetings held with the officials of the Eastern Marmara Region Development Agency, supports they have provided for the provinces in this area and their opinions on possible studies for the development of health tourism in the region were sought. In the study, which was carried out with the qualitative data collection method, the primary data was prepared in a semi-structured interview form and applied to the officials of the East Marmara Development Agency. The themes and codes are created on the data obtained using the MAXQDA program. Development agency activities and projects supported in the field of health tourism constitute the secondary data source of the research. The obtained data were analyzed by descriptive data analysis method. At the same time, SWOT analysis was carried out to reveal the current situation of the Eastern Marmara Region in health tourism. As a result of the research, it is seen that the potential in the region is concentrated in the field of thermal tourism with the richness of resources and the support of the development agency. Despite of this result, it has been concluded that the use of thermal resources is limited. Developing inter-institutional cooperation and new support mechanisms for the development of health tourism in the region has been the common view of the participants. In line with the opinions of the authorities and the support of the development agency, suggestions were made for the local government, the sector, academicians and entrepreneurs.
