Avrupa Birliği sürecinde Türkiye'deki spor politikalarının değişimi ve dönüşümü

Abstract

Dünya zaman içerisinde sınırların kalktığı, ekonominin ve teknolojinin etkisiyle birbirine benzeyen ülkelerden oluşan küresel bir köy haline gelmektedir. Spor gibi, kuralları ve teknikleri belli olan, bedensel ve ruhsal gelişmeye fayda sağlayan beden hareketlerinin tümünü içeren ve herkese hitap edebilen ve tüm dünyada etkili olan bir alanın da bu düzen içerisinde geçirdiği dönüşüm ve değişim önemli bir konu durumundadır. Küreselleşme, bu değişim ve dönüşümü ortaya koyacak şekilde çeşitli boyutlarıyla ön plana çıkan bir olgudur. Bu boyutlar, sporla da doğrudan ilişkili olan ekonomi, teknoloji, siyaset, demografi, çevre gibi pekçok konuyu içermektedir. Özellikle küreselleşmenin siyasal, ekonomik ve teknolojik boyutlarının, sporun dönüşümünde büyük bir rol oynadığını söylemek mümkündür. Ancak küreselleşmede ön plana çıkan sadece boyutları değildir, aynı zamanda içeriğinin yaygın etki oluşturmasında önemli bir rol üstlenen çeşitli küresel örgütlerden ya da aktörlerden de bahsetmek gerekmektedir. Türkiye'nin uzun yıllar boyunca üyesi olmak adına vermiş olduğu çaba düşünüldüğünde Avrupa Birliği, etkin bir küresel aktör olarak karşımıza çıkmaktadır. 1959 yılında Türkiye'nin Avrupa Ekonomik Topluluğu'na yapmış olduğu ilk üyelik başvurusundan bu güne inişli çıkışlı bir şekilde süren Türkiye-AB ilişkisi bu derin etkilere bir örnek teşkil etmektedir. Bu noktada çalışmanın amacı, spor alanında köklü bir tarihe sahip olan Türkiye'de küreselleşmenin ve küreselleşmede etkin bir aktör olan Avrupa Birliği'nin Türkiye ile ilişkilerinin spor politikalarına etkisini ortaya koymaktır. Dünyayı etkisi altına alan çok yönlü bir kavram olarak küreselleşme ve Avrupa Birliği'nin Türkiye'deki spor politikalarını nasıl ve ne şekilde etkilediği sorusu, çalışmanın temel problemini oluşturmaktadır. Çalışmanın temel problemini çözümlemek ve amaca ulaşmak adına nitel araştırma yöntemlerinden doküman analizi yöntemi seçilmiş ve belirlenen kurumlardan elde edilen belgelere uygulanmıştır. Küreselleşme ve spor konusunun çok geniş bir perspektife sahip olmasından dolayı çalışmada bir tarihsel kısıta gidilmiş ve Türkiye-AB ilişkilerinin başladığı, aynı zamanda planlı kalkınma dönemine geçilen 1960'lı yıllar başlangıç olarak seçilmiştir. Bu doğrultuda 1960 sonrası hükümet programları, kalkınma planları, Türkiye-AB ilişkileri neticesinde Avrupa Birliği Başkanlığı resmi internet sayfasında yer alan belgeler, Gençlik ve Spor Bakanlığı bünyesinde yayınlanan belgeler ulaşılabilirlik kriteri de göz önünde bulundurularak analiz edilmiştir. Yapılan bu analiz sonucunda Türkiye'deki spor politikalarının gerek küresel düzeyde gerekse doğrudan AB etkisi altında bir değişim ve dönüşüm geçirdiği sonucuna varılmıştır.

The world is becoming a global village consisting of countries that are similar to each other with the effect of economy and technology, where borders are removed over time. The transformation and change in an area such as sports, which has certain rules and techniques, includes all body movements that benefit physical and spiritual development, appeals to everyone and is effective all over the world, is an important issue. Globalization is a phenomenon that comes to the forefront with its various dimensions, revealing this change and transformation. These dimensions include many topics that are directly related to sports, such as economy, technology, politics, demography, and the environment. It is possible to say that especially the political, economic and technological dimensions of globalization play a major role in the transformation of sports. However, it is not only its dimensions that come to the fore in globalization, but it is also necessary to mention various global organizations or actors that play an important role in the widespread impact of its content. Considering Turkey's efforts to become a member for many years, the European Union emerges as an effective global actor. The relationship between Turkey and the EU, which has been going up and down since Turkey's first membership application to the European Economic Community in 1959, is an example of such deep effects. At this point, the aim of the study is to reveal the effects of globalization in Turkey, which has a deep-rooted history in the field of sports, and the relations of the European Union, which is an active actor in globalization, with Turkey, on sports policies. The main focus of the study is the question of globalization as a multi-faceted concept that affects the world and how and how the European Union affects sports policies in Turkey. In order to answer the main problem and achieve the aim of the study, the document analysis method was chosen from the qualitative research methods and applied to the documents obtained from the determined institutions. Due to the fact that the globalization and sports subjects have very broad perspectives, a historical limitation has been made in the study and the 1960s, when Turkey-EU relations began and at the same time the planned development period was started, were chosen as a starting point. In this direction, post-1960 government programs, development plans, documents on the official website of the Presidency for EU Affairs as a result of Turkey-EU relations, and documents published by the Ministry of Youth and Sports were analyzed by taking into account the accessibility criteria. As a result of this analysis, it has been concluded that sports policies in Turkey have undergone a change and transformation both at the global level and directly under the influence of the EU.
